Single Family Housing Repair Loan Program

  • Description:

    Offers low-income property owners a low-interest loan (1%) with deferred payments for housing repairs services.

    Deferment of loan up to 30 years if owner remains in the home. Total loan is due at the end of 30 years or upon sale, refinancing, transfer or title, or death of owner (except for right of survivorship of joint tenant) or breach of loan agreement.

    Repairs are limited to corrections of building and municipal code violations or:

    • Interior and exterior repairs including but not limited to roof, water heater, furnace replacement, plumbing, electrical, and sewer repairs
    • Accessibility modifications for handicap and disabled person (i.e. doors, ramps and grab bars)
    • Deferred maintenance items, construction contingencies or temporary relocation and moving expenses, if necessary
    • Rehabilitation and reconstruction require the installation of energy efficient and water conservations products

    In certain circumstances, reconstruction of the house is permitted. Refinancing of existing debts is limited to special hardship circumstances and requires additional evaluation.

    Loans are not subordinated to future financing. Loan cannot be combined with "reverse" mortgages or take cash/equity out for any reason.

    Taxes and insurance must be collected into an impound account either by the first mortgage holder or the City's appointed loan servicing company.

    Loans may be assumed by eligible family members on a case-by-case basis.

    Program Delivery

    • Eligibility: Must meet program edibility criteria: -Properties with owner-occupied single-family homes or two units on a lot with one of the units occupied by the eligible owner. Homeowner must have lived on the property for at least 6 months prior to application. *In case of two units on one lot, owner must agree that the rental unit will be occupied by a low-income tenant at the affordable rental rate established for the local Section 8 Housing Program. City will monitor tenant's income level periodically up to 20 years. -Property must be located withing the limits of the City of Stockton -Property loan-to-value ratio cannot exceed 105% of the total value of the property, as established by City Staff or a certified appraiser. -Homeowner's total debt to total income ration may not exceed 55% -Household income cannot exceed 80% of median family income, as adjusted annually: Household Size / Max Allowable Gross Annual Income 1 / $54,000 2 / $61,700 3 / $69,400 4 / $77,100 5 / $83,300 6 / $89,450 7 / $95,600 8 / $101,800
