Emergency Housing Repair Program
Agency: CITY OF STOCKTON
Offers zero-interest, deferred-principle-payment home repair loan to low-income homeowners up to a maximum of $30,000 per household.
Total loan is due at the end of 30 years or upon sale, refinancing, transfer or title, or death of owner (except for right of survivorship of joint tenant) or breach of loan agreement.
Repairs are limited to corrections of building and muicipal code violations or:
- Interior and exterior repairs including but not limited to roof, water heater, furnace replacement, plumbing, electrical, and sewer repairs.
- Accessibility modifications for handicap and disabled person (i.e. doors, ramps and grab bars)
- Energy efficient ​and water conservations improvements
- Cosmetic conditions cannot be addressed with this loan
Emergency Housing Repair loans are NOT assumable. Assistance provided under this program may affect applicant's future assistance when applying for the City's owner-occupied housing repair programs.

Program Delivery
- Eligibility: Must meet program edibility criteria: -Limited to owner-occupied households. Homeowner must have lived on the property for at least 6 months prior to application. -Property must be located withing the limits of the City of Stockton -Property loan-to-value ratio cannot exceed 95% of the total value of the property, as established by City Staff or a certified appraiser. -Household income cannot exceed 80% of median family income, as amended from time to time: Household Size / Max Allowable Gross Annual Income 1 / $54,000 2 / $61,700 3 / $69,400 4 / $77,100 5 / $83,300 6 / $89,450 7 / $95,600 8 / $101,800
